California laws relevant to establishing an airport district

These are California laws relevant to the discussion of establishing an airport district. See "Defending Reid-Hillview Airport"

Though the laws below include provisions for taxes, remember the point is to have the district operate the airports as economically self-sufficient entities. Any use of taxes should be kept to a minimum to support non-business aspects such as a community ombudsman (problem-solver), purchase of land from runway safety zones, etc.
